Chinese Hamburger Casserole - Barbara Seng

1½ lbs hamburger                               
1 large onion, chopped
2-3 cups celery, sliced                        
1 can cream of mushroom soup
1 can cream of chicken soup           
1 tbsp soy sauce
1½ cups rice, uncooked                     
1½ cups water
chow mein noodles

Brown and drain hamburger meat.  Mix all ingredients (except chow mein noodles) into a 9x13 pan and bake at 375° for 30 minutes covered.  Sprinkle with chow mein noodles and bake 10 minutes more uncovered.  Hints: serve with green vegetable, salad and rolls.  Or top with frozen peas and return to oven for a few minutes to thaw out and heat the peas.  Then serve with sliced tomatoes.
